The role

 

Reporting to the Vice-President, Finance and Controls, the Director, Cost Controls is responsible for overseeing and managing project costs, ensuring that all project milestones and budgets are met. The ideal candidate will have a strong background in cost management, exceptional analytical and collaboration abilities, and experience working in large-scale infrastructure projects.

 

The responsibilities

 

  • Define the resource needs, recruit and lead the Cost Controls team members, foster a collaborative work environment, and promote continuous improvement initiatives.
  • Participate in the review and approval of the Project Management Plan with the Private Development Partner (PDP) during the co-development phase of the railway program, covering all aspects of cost & budget management.
  • Oversee the development and monitoring of project budgets in collaboration with the PDP through estimation, tracking expenditures, identifying cost-saving opportunities, and ensuring adherence to financial targets.
  • Oversee monthly invoicing, budget breakdowns, and quarterly approvals. This includes managing control information, key performance indicators (KPIs), and profit-at-risk.
  • Oversee cost control processes, and lead requirements identification for the selection and implementation of the Cost Management System.
  • Provide accurate and timely project cost performance reports through standardized documents and formats, offering data-driven analyses for informed decision-making for project stakeholders, including the Board of Directors, Executive leadership, Transport Canada, and regulatory authorities.
  • Ensure compliance through internal controls, audit and compliance functions
  • Collaborate with the Risk Management team to identify project cost risks and develop risk mitigation plans to minimize potential impacts on project timelines and budgets.
  • Foster positive relationships and effective communication with the Private Development Partner, government agencies, community stakeholders, and engineering teams throughout the project lifecycle.

 

The requirements

 

  • Bachelor’s degree in business administration, Engineering, Construction Management, or a related field.
  • Professional designation such as CPA is considered an asset
  • 10 years of progressive experience in finance or cost management role.
  • Proven experience in cost management & controls, particularly in large-scale infrastructure projects such as utilities, rail, transportation, or construction projects.
  • Ability to lead and manage teams
  • Analytical skills with the ability to interpret complex data, identify trends, and develop actionable insights.
  • Ability to effectively communicate technical concepts to non-technical stakeholders.
  • Strong problem-solving and decision-making abilities, with a focus on innovation, creativity, and continuous improvement.
  • Ability to collaborate effectively with multidisciplinary teams and manage multiple priorities in a fast-paced environment.
  • Being fluent in both Canadian official languages is a strong asset.
