The role
We are seeking a highly qualified Director, Public Utilities to oversee and manage public and private utility networks for a major infrastructure project. Reporting to the Vice-President, Real Property, the ideal candidate will have a proven track record of working with utilities on large-scale projects, strong analytical and commercial skills, and the ability to ensure efficient, risk-conscious, and collaborative delivery.
The responsibilities
- Lead negotiations with public and private utility corporations.
- Manage relationships with the private project partner regarding utility networks.
- Oversee risk management and analysis in collaboration with internal stakeholders (commercial, technical, community relations, etc.).
- Supervise the project’s public utility management plan, including the private partner’s activities for network identification and use of digital tools (geomatics, modeling, composite plans).
- Collaborate closely with other real property directors and internal teams.
- Facilitate public consultations and address community concerns related to utilities.
- Understand and integrate the technical and business requirements of diverse utility companies within the project framework.
- Ensure thorough due diligence (commercial, technical, financial).
- Represent and advocate for the real property team in the utilities working group.
- Develop and manage the budget for all utility-related activities.
- Lead a team of advisors and analysts, providing guidance, support, and mentorship.
- Coordinate with the private development partner, government agencies, and other stakeholders to resolve issues and foster positive relationships.
The requirements
- Bachelor’s degree in Business Administration, Infrastructure Development, Civil Engineering, or a related field (Master’s degree preferred).
- Minimum 10 years experience working with public or private utility companies.
- Strong knowledge of technical and commercial principles for utilities in major infrastructure projects.
- Understanding of real property concepts and project management.
- Experience with public-private partnerships and collaboration with government agencies.
- Excellent leadership, stakeholder engagement, and communication skills.
- Ability to translate technical concepts for non-technical audiences.
- Proficiency in both of Canada’s official languages (desirable).
- Proven problem-solving, decision-making, and continuous improvement mindset.
- Effective at leading multidisciplinary teams and managing multiple priorities in a fast-paced environment.
