The role
Reporting to the Senior Director, Real Property Strategy and Asset Management, the Director, Real Property Business Solutions provides senior leadership for the definition, oversight and continuous refinement of business requirements supporting Alto’s real property function. The role ensures that business solutions are aligned to operational needs across landowner engagement, acquisition, expropriation, corridor protection, property records and asset management, and that they effectively support decision-making, risk management and long-range planning. This is a strategic leadership role for a GIS expert with deep practical understanding of real property acquisition and expropriation on major infrastructure projects, and the judgment to anticipate issues, dependencies and downstream impacts before they affect delivery.
The solutions supporting this mandate are delivered primarily through Alto IT and digital teams and include GIS / geomatics platforms, document management, engagement tracking and workflow automation. Within that context, the Director translates complex acquisition and expropriation realities into clear business requirements, identifies emerging risks and process gaps, and brings forward issues early so they can be resolved through the appropriate business and delivery channels.
The ideal candidate brings strong GIS leadership combined with deep knowledge of real property activities in the context of major infrastructure projects, including land acquisition, expropriation, corridor protection, property records and stakeholder interfaces. The Director serves as a senior advisor to the Real Property function on the effective use of business solutions and works in close collaboration with Alto’s IT to ensure delivery remains aligned with business priorities. Success in this role requires sound judgment, operational credibility and the ability to anticipate issues early, assess implications across acquisition and expropriation workflows, and proactively surface risks, dependencies and decision points.
The responsibilities
- Provide senior leadership in the definition and approval of business processes and requirements related to the design, implementation and continuous improvement of business solutions supporting the Real Property function, including acquisition strategy, expropriation processes and long-term corridor protection.
- Work closely with Alto’s IT team to oversee partner digital teams to ensure integrated systems, applications and processes remain aligned with Alto’s real property mandate and reflect the practical realities of acquisition, expropriation and corridor delivery on major infrastructure projects.
- Work in close collaboration with Alto’s IT Team to help ensure solutions delivery is compliant with the Partner digital services delivery stream, information technology policies and directives and industry best practices / standards.
- Provide input to solutions vetting process for new software related to real property
- Lead and develop a team of advisors and staff, as required, to ensure business needs are clearly translated into effective solutions and to foster disciplined collaboration between real property and information technology teams.
- Serve as a trusted advisor to senior real property leaders on the use of business solutions to support strategy, prioritization and risk management, including identifying emerging issues, operational constraints, business impacts and decision points early.
- Represent Alto’s real property interests with internal and external partners, including public authorities and industry stakeholders, where real property subject matter expertise is required.
The requirements
- Bachelor’s degree in Geomatics, Geography, Urban Planning, Environment, Land Surveying, or a related field (Master’s preferred)
- Demonstrated success defining business requirements for enterprise GIS and digital solutions in support of real property, land acquisition, expropriation or corridor management functions on large, complex infrastructure projects.
- A minimum of 10 years of progressive experience in land information, GIS, property records, land management, acquisition or infrastructure network delivery, including direct exposure to major infrastructure projects and strong understanding of acquisition and expropriation processes.
- Experience working with technologies including but not limited to ESRI ArcGIS Enterprise (Pro, Experience Builder, Survey123, Field Maps etc.), FME Flow and Form, Python and PostGreSQL, Sharepoint, CRMs (Borealis), etc.
- Strong understanding of real property acquisition and expropriation business processes, risks, dependencies and stakeholder sensitivities, with the ability to anticipate issues, assess impacts early and translate them into clear requirements, decisions and actions.
- Strong stakeholder management skills, with experience engaging senior leaders, internal partners, and external stakeholders on complex, data‑driven topics
- Experience leading teams, with demonstrated mentorship capability
- Strong communication skills, with the ability to translate technical concepts for non-technical stakeholders and to engage senior leaders and partners on data-driven topics
- Fluency in both official languages
