Senior Advisor, Community Benefits

The role

Reporting to the Senior Director, Public and Government Relations, the Senior Advisor, Community Benefits, will support the development and delivery of a Community Benefits Program (CB) which ensures that transit infrastructure investment projects address a broad range of local community needs and provide benefits such as employment, training and apprenticeship opportunities, encourage use of local suppliers and social procurement opportunities. 

The responsibilities

Strategic Planning and Implementation

• Develop and implement strategies to maximize community benefits.
• Work closely with the Private Development Partner (PDP) to deliver a CB program for the project.
• Collaborate with stakeholders to identify community needs and opportunities.
• Oversee the delivery of the project’s community benefit programs and initiatives within Quebec.

Advisory and Consultation

• Provide expert advice to senior management on community engagement strategies and best practices.
• Serve as a liaison between the organization and community groups throughout Quebec.
• Offer guidance on policy development and program improvements.
• Support the negotiation of Community Benefits Agreements.

Program Management

• Manage and evaluate community benefit programs to ensure they meet organizational goals.
• Monitor program outcomes and report on their impact.
• Ensure compliance with relevant regulations and standards.

Stakeholder Engagement

• Build and maintain relationships with community leaders, organizations, and other stakeholders.
• Represent the organization at community meetings and events.
• Facilitate communication and collaboration between the organization and the community.
• Facilitates the resolution of issues with contractors and the community to protect the organization's image and reputation.
• Manages and oversees the PDP in delivery of the organization’s Community Benefits program.
• Collaborates with colleagues in the Communications team to support the development and execution of communication requirements that meet both program and corporate objectives.
• Actively promotes the Community Benefits Program by facilitating connections of ideas and people through strong working relationships with municipal governments, community partners and groups.
• Builds awareness of the program by enabling contractor and community stakeholder collaboration through the organization of events that promote the local supplier and social procurement opportunities in alignment with Project Agreements.
• Networks with community partners, community groups and stakeholders to promote and maintain the community's awareness of the program, to identify initiatives, communicate progress toward goals, and address any concerns/complaints as they arise.

Research and Analysis

• Conduct research to identify best practices in community benefits.
• Analyze data to assess the effectiveness of community programs.
• Prepare reports and presentations for senior management and stakeholders.

The requirements

• Bachelor’s degree in public administration, Business Administration, Social Work, Community Development, or a related field.
• Minimum of 8 years of experience in community engagement, program management, economic development or a related area.
• Strong leadership and project management abilities.
• Excellent communication and interpersonal skills.
• Ability to analyze complex data and develop strategic recommendations.
• Proficiency in relevant software and tools (e.g., MS Office, CRM systems).
• Bilingual (French/English) is an asset
