The role
Reporting to the Director, Community and Network Planning, the Senior Advisor contributes to the development and implementation of Alto’s approach to land use compatibility along the high-speed rail network. This person will work closely with internal teams and land use planning authorities to ensure that urban plans, mobility plans and regulations support the safe and compatible integration of activities and development near the rail right-of-way in urban, suburban and rural settings. They will also be called upon to contribute to activities supporting Alto’s Real Property team.
The responsibilities
- Lead the development and drafting of Alto’s proximity standards and guidelines, including their application and documentation;
- Advise and partner with leadership in the development and implementation of Alto’s program to engage planning authorities, influencing land use planning that is compatible with railway infrastructure and network development priorities;
- Review, on behalf of Alto, development projects and interventions near the rail right-of-way and railway operations including:
- Conducting and leading the technical analysis of submitted projects;
- Preparing technical opinions and formulating requirements;
- Participating in impact assessments related to planning issues.
- Act as a point of expertise in other Alto mandates and activities including engagement with road authorities, institutional and public property owners, and in supporting land acquisition.
- Contribute to broader Real Property efforts related to acquisition strategy and engagement on required public lands.
The requirements
- Bachelor’s degree in urban planning, civil engineering, environmental studies, real estate, or a related field;
- Minimum of 8 years of relevant experience in the railway sector, project management, the public sector, or consulting;
- Ability to learn technical concepts (acoustics, rail safety, stormwater management, etc.) and communicate them effectively to non-technical stakeholders;
- Excellent communication and writing skills;
- Fluency in both of Canada’s official languages is required for the responsibilities of the position;
- Membership in a professional order is considered an asset;
- Experience with GIS and geospatial tools is considered an asset.
