The role
Reporting to the Senior Director, Cost Controls, the Senior Advisor, Cost Control will be responsible for managing project costs, ensuring that all project milestones and budgets are met. The ideal candidate will have a strong background in cost management, exceptional analytical and collaboration abilities, and experience working in large-scale infrastructure projects.
The responsibilities
- Implement internal cost control systems, operational procedures and reporting systems.
- Participate in the review and approval of the project plans with the Private Development Partner (PDP) during the co-development phase of the railway program, covering all aspects of cost & budget management.
- Oversee the development and monitoring of project budgets in collaboration with the PDP through estimation, tracking expenditures, identifying cost-saving opportunities, and ensuring adherence to financial targets.
- Develop project cost reporting with accurate and timely information of actuals, budget, forecasts, variances and trends.
- Participate in monthly project review, monthly invoicing approvals and quarterly budget approvals.
- Provide accurate and timely project cost performance reports through standardized documents and formats, offering data-driven analyses for informed decision-making for project stakeholders, including the Board of Directors, Executive leadership, Transport Canada, and regulatory authorities.
- Ensure compliance through internal controls, audit and governance.
- Collaborate with Risk Management and Change Management to identify project cost impacts and develop plans to minimize potential impacts on project timelines and budgets.
- Foster positive relationships and effective communication with the Private Development Partner, government agencies, community stakeholders, and engineering teams throughout the project lifecycle.
The requirements
- Bachelor’s degree in business administration, Engineering, Construction Management, or a related field (advanced degree preferred).
- A recognized designation in accounting or project management is considered an asset.
- Minimum of 8 to 10 years of experience in a cost management or project controls role.
- Proven experience in cost management & controls, particularly in large-scale infrastructure projects such as rail, transportation, or construction projects.
- Analytical skills with the ability to interpret complex data, identify trends, and develop actionable insights.
- Ability to effectively communicate technical concepts to non-technical stakeholders.
- Strong problem-solving and decision-making abilities, with a focus on innovation, creativity, and continuous improvement.
- Ability to collaborate effectively with multidisciplinary teams and manage multiple priorities in a fast-paced environment.
- Being fluent in English and French is a strong asset.
