Would you like to take on a stimulating, high-impact challenge? We are looking for a Senior Legal Counsel, Rail Regulations. Please note that the candidate may be based in one of these 4 offices: Montreal, Quebec, Ottawa or Toronto.
The role
Reporting to the Director, Legal Affairs – Development, the incumbent will act as an expert in railway law and applicable regulations, providing both strategic and operational legal support to internal teams and project partners.
The responsibilities
- Provide specialized legal advice on railway regulatory matters.
- Represent the organization in its dealings with Transport Canada and other federal, provincial, and municipal regulatory bodies, including the Canadian Transportation Agency (CTA).
- Support technical teams throughout regulatory approval processes, including drafting, reviewing, and negotiating legal and regulatory documents.
- Collaborate with technical experts to ensure key project disciplines — such as rail operations systems, rolling stock, and track safety standards — comply with applicable legal and regulatory requirements.
- Contribute to the management of legal risks related to rail operations, public safety, and regulatory compliance.
- Monitor legal and regulatory developments related to the rail sector and provide strategic recommendations accordingly.
The requirements
- Law degree and member in good standing of the Bar of Québec or Ontario.
- Minimum of 10 years of professional experience in a similar role with a strong focus on railway law.
- Significant experience in a regulated environment, ideally in the rail, transportation, or infrastructure sectors.
- Strong understanding of compliance issues under federal, provincial, and municipal railway-related legislation.
- Ability to work proactively in complex environments involving multiple stakeholders.
- Team-oriented mindset with the ability to collaborate effectively with others.
- Exceptional attention to detail and professional rigor.
- Excellent interpersonal skills.
- Perseverance, flexibility, and efficiency.
- Fully bilingual in French and English, both spoken and written (This requirement is necessary as the role involves regular oral and written communication with stakeholders and/or partners who require communication in English).
