Senior Advisor, Impacts and Rights Assessment

Would you like to take on a stimulating, high-impact challenge?  We are looking for a Senior Advisor, Impacts and Rights Assessment on our Indigenous Relations Team with experience in developing and supporting respectful, collaborative, and rights‑based relationships with Indigenous communities whose rights and interests may potentially be impacted by a multi-jurisdictional major infrastructure project. Please note that the candidate may be based in one of our 3 offices: Montreal, Toronto or Ottawa.

 

The role

 

This role involves providing strategic advice in relation to implementing the legal duty to consult. The role provides direct support to Indigenous consultation activities related to project design, environmental planning and collaborating with potentially impacted Indigenous communities through the impact assessment and regulatory processes. The successful candidate will contribute to Alto’s commitment to reconciliation by ensuring Indigenous perspectives, knowledge systems, and priorities are meaningfully reflected in project planning, decision‑making, and outcomes. The candidate will work closely with multi-disciplinary teams at Alto and external partners such as federal departments to support and coordinate Indigenous consultation activities.

 

The responsibilities

 

  • Lead the development and implementation of Indigenous engagement and consultation activities related to environmental initiatives, impact assessment, and regulatory processes consistent with the legal duty to consult.
  • Provide senior‑level strategic advice on Indigenous consultation and accommodation, impacts on rights assessment and regulatory defensibility to internal project teams to inform planning, design, and decision‑making related to project.
  • Contribute to process design, consultation plans and maintaining the record of consultation to support the legal duty to consult.  
  • Lead planning and coordination with internal workstreams to coordinate involvement of subject matter experts in Indigenous consultation activities.
  • Coordinate Whole‑of‑Government Crown approach to consultation activities through the impact assessment and regulatory processes, serving as a primary point of integration across departments.
  • Lead relationship‑building efforts with Indigenous communities and knowledge holders through culturally informed, community‑specific engagement approaches, supporting respectful and trust-based dialogue.
  • Prepare clear, accessible, and culturally appropriate materials to facilitate Indigenous communities’ involvement in project design activities, impact assessment and regulatory processes.
  • Analyze potential project impacts on Indigenous rights and interests, identify consultation-related risks, develop recommendations and briefings for senior level consideration.
  • Establish and support the preparation, review, and quality control of records of consultation, consultation summaries, and issues‑tracking tools.
  • Provide subject‑matter leadership and guidance to project teams on best practices related to Indigenous consultation and impact assessment processes.

 

The requirements

 

  • Post‑secondary education in Indigenous Studies, social sciences, public policy, or a related field, or an equivalent combination of education and experience.
  • Minimum 7 years of experience supporting Indigenous relations, consultation, or engagement on major infrastructure or resource projects, impact assessment and regulatory processes.
  • Demonstrated experience supporting Indigenous consultation in the context of the federal Impact Assessment Act and Crown consultation processes.
  • Considerable experience coordinating or contributing to Impact Assessment and regulatory process deliverables (e.g., IPD, Impact Statement, Crown consultation reporting).
  • Strong analytical skills related to the adequacy of consultation, risk identification, and regulatory defensibility.
  • Strong understanding of Indigenous rights, the legal duty to consult, reconciliation principles, UNDRIP, and FPIC.
  • Experience leading, supporting or coordinating Indigenous participation in studies and assessment processes.
  • Ability to work collaboratively across multidisciplinary teams and with Indigenous communities, organizations, and government partners.
  • Strong facilitation, relationship‑building and negotiation experience with the ability to convey complex information clearly and respectfully.
  • Experience drafting engagement materials, agreements, budgets, briefing notes, and consultation documentation.
  • Bilingualism (French and English) preferred.
