The role
The Senior Advisor serves as a strategic integrator and coordination lead across key Alto internal functions, ensuring that planning, priorities, activities, and deliverables are aligned to organizational objectives. The role acts as a central point of coordination between business units, facilitating collaboration, improving information flow, identifying interdependencies, and supporting timely decision-making.
Working closely with senior leaders, project teams, and subject matter experts, the Senior Advisor ensures that activities are planned and executed in an integrated manner, enabling efficient delivery, reducing duplication of effort, and supporting the achievement of organizational results. Accountable to the Director of Impact Assessment - Ontario, in SPPE Unit, the Senior Advisor’s primary focus will be supporting discussions and coordinating the exchange of information with key environmental stakeholders, including Government of Canada departments and agencies involved in the Impact Assessment, Province of Ontario and Province of Quebec departments and agencies interested in project outcomes, and municipal-level organizations and environmental non-governmental organizations with whom Alto regularly engages for environmental information exchange and data gathering. They will anticipate regulatory risk and proactively shape approach to keep approvals on schedule.
The successful candidate may be asked on occasion to report to Alto staff on environmental considerations of importance to key environmental stakeholders related to the project (e.g., impacts on species at risk, communities, habitats, etc.).
The successful candidate may also be assigned to support relationship management, develop guidance and tools to support stakeholder engagement, and prepare outreach and engagement materials such as presentations and reports for internal and external audiences throughout Alto’s project development. They will be required to build internal and external support for an Alto-wide approach and work closely with multidisciplinary consultant teams (technical studies, impact assessments, permitting submissions.
The responsibilities
- Lead the coordination of activities across multiple teams and functions to ensure alignment with strategic priorities and operational objectives related to engagement, communication and consultation, fostering collaboration and maintaining strong working relationships.
- Coordinate the integration of socio-economic, environmental, Indigenous, health, community, and sustainability considerations into IA planning, and preparation and to support a positive IA decision and permits delivery.
- Facilitate collaboration among Alto internal functions (Indigenous Relations, Public and Government Relations, Communications, Sustainability) and the Private Development Partner to ensure a unified approach to Impact Assessment activities.
- Support the development and implementation of integrated work plans, schedules and coordination mechanisms that align socio-economic studies, engagement activities, environmental assessments, and regulatory deliverables.
- Ensure socio-economic opportunities, potential effects, mitigation measures, and community benefits are considered and incorporated into the Impact assessment.
- Coordinate the collection, synthesis, and integration of information from multiple disciplines to support Impact Assessment deliverables and regulatory submissions.
- Monitor interdependencies between technical design, environmental commitments, Indigenous consultation activities, socio-economic initiatives, and stakeholder engagement programs.
- Track commitments, actions, and deliverables related to socio-economic and community impact management and support reporting to senior management and governance committees.
- Support the development of integrated mitigation and enhancement strategies that maximize positive socio-economic outcomes while minimizing adverse impacts on communities and stakeholders.
- Help ensure that project planning and execution reflect organizational commitments related to sustainability, community value creation, reconciliation, and responsible project development.
- Ensure key milestones, deliverables, and decision points are coordinated and communicated effectively.
The requirements
- Approximately 10 years of progressive experience in infrastructure development, with a strong focus on environmental assessment and permitting in Canada.
- Deep working knowledge of the federal Impact Assessment Act and IAAC processes, plus familiarity with provincial EA regimes (e.g., Ontario, Quebec, or other relevant jurisdictions).
- Demonstrated experience managing external consultants and multidisciplinary technical teams.
- Proven track record liaising directly with regulators and government stakeholders.
- Bachelor’s degree in environmental studies, environmental science, engineering, planning, political science, industrial relations, economics, public policy, engagement and conflict resolution, or a related field. Graduate degree considered an asset.
